  3.     I was disappointed by Strobe Talbott's piece "The Killing
  4. Fields Revisited" (WORLD, May 1) because he did not call for a
  5. national reconciliation of all Cambodia's warring factions. He
  6. noted that the U.S. could back a three-part coalition that
  7. included the two non-Communist groups and the Vietnamese-backed
  8. leaders in Phnom Penh. That would create a bloody civil war once
  9. the Vietnamese withdraw later this year. That conflict can be
  10. avoided only if the Vietnamese accept the presence of an
  11. international peacekeeping force to prevent any one faction from
  12. seizing power after they pull out. The people want the
  13. Vietnamese out of their country, and they want unity for all
  14. Cambodians.
